Fix OpenRA Tiberian Dawn stuck on Install Content or a failed Quick Install with the C&C freeware files, a Steam or EA copy, or a manual .mix copy.

OpenRA's Tiberian Dawn mod needs the art and sound from the original 1995 Command & Conquer, and until those files are in place it shows the Install Content screen instead of the main menu, so the player cannot join any server. If Quick Install fails, use Advanced Install with a Steam or EA copy of the game, or copy the nine base .mix files into OpenRA's Content/cnc folder by hand. Once those files are there, the mod loads and Multiplayer works.

Why the game asks for content
OpenRA is a free engine. It does not ship Westwood's sprites, sounds or voices, because those still belong to Electronic Arts. Instead, on first launch of Tiberian Dawn it shows:
Tiberian Dawn requires artwork and audio from the original game.
with two buttons:
- Quick Install downloads the base files (no music or videos) from a mirror of the 2007 C&C Gold freeware release that EA gave away.
- Advanced Install opens the content manager, where you can detect an existing install or disc and copy music, videos and campaign briefings too.
This is a client side step. A dedicated server never needs the content, so if one friend is stuck here, the server is fine and the problem is on their PC.
Fix 1: Retry Quick Install
Quick Install fetches a mirror list from openra.net/packages/cnc-mirrors.txt, picks a mirror and downloads one zip. Failures are usually temporary:
- Close OpenRA completely and launch Tiberian Dawn again.
- Click Quick Install and let it finish. Do not alt tab away and kill it halfway.
- If it fails again, try a different network. Some school, office and hotel networks block the mirror hosts, and some antivirus tools stop the downloaded zip from being extracted.
- Temporarily pause aggressive antivirus or firewall software, run the download, then turn it back on.
The download is checked against a fixed checksum, so a broken or partial file is rejected rather than installed. That is safe, but it means a flaky connection simply fails until it gets a clean copy.
Fix 2: Advanced Install from a game you own
If you own Command & Conquer from a store, OpenRA can copy the files straight from it:
- On the Install Content screen, click Advanced Install.
- Make sure the store version is installed on the same PC.
- Click Detect Disc or Installation.
Tiberian Dawn's content manager recognizes these sources:
| Source | Notes |
|---|---|
| C&C The Ultimate Collection, Steam version | Detected from the Steam library |
| C&C The Ultimate Collection, Origin version | Detected from the Windows registry, so the EA install must have completed normally |
| C&C Remastered Collection, Steam or Origin version | Detected the same way as the Ultimate Collection |
| C&C The First Decade | Older disc collection |
| C&C Gold GDI or Nod disc | Insert the disc, then detect |
| Covert Operations CD | Adds the expansion music |
Advanced Install is also the way to get the music, the campaign briefings and the videos, which Quick Install leaves out. Music is optional for multiplayer, but games feel very different without it.
Fix 3: Copy the files by hand
When nothing else works (no internet on the gaming PC, or a detection that never finds the install), copy the files yourself. You need these nine files from any Tiberian Dawn source, including the freeware release:
conquer.mix
desert.mix
general.mix
sounds.mix
speech.mix
temperat.mix
tempicnh.mix
transit.mix
winter.mix
Optional: scores.mix for the music.
Put them, in lowercase, in OpenRA's support folder:
| System | Folder |
|---|---|
| Windows | %APPDATA%\OpenRA\Content\cnc\ |
| macOS | ~/Library/Application Support/OpenRA/Content/cnc/ |
| Linux | ~/.config/openra/Content/cnc/ (older installs may use ~/.openra/Content/cnc/) |
Create the Content and cnc folders if they do not exist. Restart OpenRA and pick Tiberian Dawn. If any of the nine files is missing or misnamed, the Install Content screen comes back.
On Linux, case matters: CONQUER.MIX from a disc must be renamed to conquer.mix.
Fix 4: You picked the wrong mod
OpenRA installs Red Alert, Tiberian Dawn and Dune 2000 together, and each has its own content. Installing Red Alert's files does nothing for Tiberian Dawn. Check the mod name on the screen. If you are trying to join a Tiberian Dawn server from the Red Alert menu, OpenRA asks Switch mods and join server? and then needs Tiberian Dawn's content before it can load.
Fix 5: Content installs but the server still refuses you
Once the main menu loads, content is no longer the issue. A server that answers with Server is running an incompatible version. means your OpenRA release differs from the server's. The fixes for that, and for servers missing from the browser, are in OpenRA server not showing or incompatible version.

Getting the whole group ready
Before a first game night, send everyone three things: the OpenRA download link from openra.net, the release name your server runs, and a line telling them to click Quick Install on first launch. Most "I can't join" messages on the night come from someone who skipped one of those.
If your group does not have a lobby yet, a GamezServers OpenRA Tiberian Dawn server gives you one that stays up without anyone forwarding ports or leaving a PC on. It runs the current stable release, so players should install stable rather than a playtest, and the name, password and public listing are set in the control panel. For a self hosted route, see how to host an OpenRA Tiberian Dawn server.
FAQ
Is it legal to download the Tiberian Dawn files?
Electronic Arts released C&C Gold as freeware in 2007, and Quick Install downloads a mirror of that release. If you own a store copy, Advanced Install uses yours instead.
Does the C&C Remastered Collection work as a source?
Yes. The content manager detects the Steam and Origin versions of the Remastered Collection, along with The Ultimate Collection, The First Decade and the C&C Gold discs. If detection does not find your copy, use Quick Install or copy the .mix files manually.
Why is there no music after Quick Install?
Quick Install only fetches the base files. Run Advanced Install with a store copy or disc to add scores.mix and the Covert Operations music.
Does the server need the content files too?
No. A dedicated server never draws or plays anything, so only players need the content.
Where is the OpenRA content folder on Windows?
%APPDATA%\OpenRA\Content\cnc\. Paste that path into the File Explorer address bar to open it.
Skip the setup. Your own OpenRA - Tiberian Dawn server.
